When upstream gas supply capacity is insufficient, the Xi'an Municipal Government can choose direct gas supply from enterprises. The notice requires that all localities should thoroughly implement the provincial party committee and government's iron-fisted haze control work deployment, adhere to the principles of fair openness, multi-channel gas supply, and multi-mode operation, accelerate the construction and improvement of long-distance pipelines, urban distribution networks, and gas storage and peak shaving equipment, and vigorously promote direct and spot supply methods for "coal-to-gas" heating boilers to ensure gas production and supply, reduce gas costs, and effectively promote "coal-to-gas" work. At the same time, the main tasks of each city were announced, with Xi'an having 5 tasks: The Xi'an Municipal Government will coordinate with franchised enterprises to provide preferential gas prices for the implementation of "coal-to-gas" heating boilers; if the upstream gas supply enterprise is a provincial enterprise, it will provide preferential pipeline transportation prices to franchised enterprises for "coal-to-gas" heating boiler gas, reducing the cost of gas for "coal-to-gas" heating boilers; if the existing upstream gas supply enterprise has insufficient gas supply capacity, when conditions permit, the Xi'an Municipal Government can select companies such as PetroChina and Sinopec to directly supply gas to franchised enterprises; if the franchised enterprise's pipe network gas supply capacity is insufficient due to its own reasons and cannot complete the "coal-to-gas" heating boiler gas supply task as required by the government, the Xi'an Municipal Government can select upstream gas supply enterprises and provincial long-distance pipeline enterprises to directly supply gas to "coal-to-gas" heating boilers, and the gas supply enterprises will provide certain preferences; The Xi'an Municipal Government should strengthen the construction of gas peaking reserve capacity, focusing on supplementary construction in newly developed areas to solve problems such as large peak gas contradictions. Other cities in the Guanzhong region reduce the operating costs of "coal-to-gas" heating boilers through preferential, direct or spot supply methods. The main tasks of other cities (districts) in the Guanzhong region are: For areas such as Baoji, Xianyang, Tongchuan, Weinan, and Meixian and Taibai counties that have not signed gas franchising agreements, the local government selects gas supply enterprises through public bidding, adopts direct supply methods to supply gas to "coal-to-gas" heating boilers, reducing intermediate links and operating costs; For "coal-to-gas" heating boilers that are far away from the gas pipeline network, and gas companies are unable to complete the pipeline construction tasks as required by the government in the short term, municipal (district) governments can select gas supply companies through public bidding for spot supply; The remaining cities (districts) and counties (cities, districts) in Guanzhong can refer to the above methods to coordinate with gas supply enterprises to adopt preferential, direct, or spot supply methods to reduce the operating costs of "coal-to-gas" heating boilers.
